A lawsuit has been filed and is seeking class action status against the county for charging users of its land registry office excessive fees. The case claims Wayne County violated the Headlee amendment to the state constitution that prohibits local governments from levying a tax that has not been approved through a referendum. Over the years, the county has charged the public millions of dollars to register deeds, as well as inspect land records and other real estate transactions.
