The apartment landlord allegedly rented properties that were uninhabitable due to unsafe conditions. The Milwaukee landlord violated housing and building codes and he also refused refunds on security deposits, which is required by law. The class action was filed on behalf of tenants claiming Brophy neither told them about apartment code violations nor refunded security deposit.
