A settlement has been reached in the class action lawsuit filed on behalf of people who are unable to vote due to the fact that they are blind or use wheelchairs. The settlement calls for each of the 1,682 polling places in the city to have at least one electronic voting machine by the beginning of 2006. (Nov-20-03) [PHILLY]
