Employees of the city's income tax department allege in a grievance and complaint that they have been subjected to workplace harassment and retaliation for their complaints. The class action complaint was filed on behalf of members of American Federation of State, County and Municipal Employees Local 2963 and claims workplace conditions violate Newark city policy and the union's collective bargaining agreement. Members of the city board allegedly refused to meet with the union to discuss the issues, and told the Human Resources Director that it planned to subcontract out the department's work. The lawsuit claims the intention to subcontract is considered to be retaliatory in nature and expresses the general unwillingness of the management in this division to respect the union and the collective bargaining rights of the employees in the division.
