In 1978 voters enacted a county payroll tax to provide money for public transportation known as the Transit Authority of Northern Kentucky. Over the years the county has raised the rate without voter approval and delegated extra money for other county services. The class is seeking a refund in payroll taxes on money used for services other than public transportation.
