Speedway - A new law regulating apartment complexes was passed in June, 2006 and is scheduled to go into effect on September 10, 2006. It allows the town to inspect properties in an attempt to combat crime and requires landlords to buy an annual license and pay fees for each rented unit. The Indiana Apartment Association along with apartment complex managers has filed a class action lawsuit against the city of Speedway alleging the law invades privacy. If the law goes into effect, it would require tenants to waive their Fourth Amendment rights or face eviction. The lawsuit claims that the law is an unconstitutional condition that violates the Fourth Amendment as people have rights to be free from unreasonable searches and seizures.
