The 3rd U.S. Circuit Court of Appeals has ruled in the class action lawsuit filed on behalf of mentally ill people at state psychiatric hospitals. The ruling states that the Department must formulate a plan to discharge people more quickly from hospitals once they are well enough to be treated in a community setting.
